1. (S/NF) Embassy Riyadh submits the following name as a
Visas Viper submission for entry into the Department's CLASS
lookout system: Muhamed Seyfudin Ciftci, DOB 27 August 1973.
Aliases: Muhamad Ciftci
Abu Anas (or Ebu Eness) Seifudin
Abu Anas Al-Turki.
2. (S/NF) Background: According to Embassy Riyadh's Defense
Attache, the information about Ciftci originated from an
"allied national level intelligence organization" that has
provided accurate information in the past. According to that
source, Ciftci, is believed to have "tenuous" ties to known
terrorists.
3. (S/NF) Ciftci studied Islam in Medina, SAUDI Arabia, from
1998 to 2005. In September 2007, he made the Umrah (lesser
pilgrimage) in SAUDI ARABIA and during that time apparently
helped collect money for a mosque in Germany associated with
known terrorists Fritz Gelowicz and Aladdine Tahib. They are
believed to have exchanged detonators for a terrorist bomb
attack (an attack thwarted by authorities) in a car
registered in Ciftci's name. He may have fought in the
Bosnian civil war and other conflicts, including Iraq.
4. (SBU) Post continues to hold monthly Visas Viper meetings
and will continue to submit new CLASS additions via the Visas
Viper reporting channel.
