1. (C) Poleconoff delivered reftel demarche to Ieva
Jirgensone, the MFA's Acting Head of the Arms Proliferation
Division. Jirgensone stated that Latvia will participate in
the Oslo conference as observers only, however, the GOL will
not sign the convention. Of biggest concern to the GOL was
interoperability with NATO, which was addressed to their
satisfaction in Article 21. Jirgensone stated that the GOL
is intereted to understand the U.S. perspective on the future
use of Article 21.
2. (C) Jirgensone stated that they had contacted regional
counterparts concerning the convention and neither Poles nor
Estonians will sign, but Lithuanians are planning to.
