(C) Poleconoff delivered reftel demarche to Dace Rutka, Head,
and Inese Balode, Third Secretary, of the MFA Americas and
Caribbean Countries Division. Rutka stated that there are no
established bilateral diplomatic relations between Latvia and
Bolivia, so any postion on the issue of the Bolivian
president expelling the DEA comes from the European Union.
Rutka stated that the GOL is tracking the issue and that the
EU is concerned with the possible rise in cocaine production
and potential for increased narcotics trafficking to the EU.
The EU is considering a trioka plus meeting, including high
level officials with Bolivia to express this concern.
