(C) We reviewed ref message with Latvian PolDir Peteris
Ustubs June 30. Ustubs confirmed that FM Riekstins would
travel to Kosovo the week of July 7. Latvia recognized
Kosovo's independence back in February and established
diplomatic relations in June. During his visit, Riekstins is
expected to announce a non-resident Ambassador to Kosovo.
Regarding the Paris Donors conference, Ustubs said that
Latvia's budgetary situation prevented it from making any
monetary contributions, but they would look to provide
in-kind assistance. Ustubs suggested that one option the FM
would discuss in his trip would be a Latvian advisor to the
new Kosovo MFA to help them, especially in relations with the
EU and NATO, based on Latvia's own experience. Latvia had
provided similar assistance in Moldova previously and found
it very effective.
