Ilgvars Klava and MFA PolDir Peteris Ustubs. Both said that
any reaction from Latvia would be in the context of an EU
statement and they would send instructions to Brussels to
support a statement along the lines we requested. Klava
added that Latvia has supported having the EU take a tougher
line on Hizballah, but that other states have blocked it. He
doubted that enough states within the union would change
position to allow a designation of Hizballah and all its
subgroups as a terrorist organization.
