1. (C) NLD spokesman Nyan Win confirmed to us media reports
that Dr. Tin Myo Win (aka Douglas) will visit Aung San Suu
Kyi (ASSK) on Thursday November 6, 2008. This is consistent
with what Douglas told us in August: that the regime has
agreed to allow ASSK regular medical visits at the beginning
of each month (reftel).
2. (C) Doctor Douglas has not answered or returned any of
the over dozen calls we have made to him since the last
conversation on September 11. Our British, Australian,
Norwegian, and European Commission counterparts similarly
report being unable to contact or meet with Douglas in the
past month. The British POLOFF told us today that in her
last meeting with Douglas in August, he told her that ASSK
had asked him to keep a low profile and that he had also been
cautioned by the regime to avoid contact with foreign
diplomats.
3. (C) Comment. We will try to reach Douglas to get a
readout of his upcoming meeting and the state of ASSK's
health, but will be judicious in how we do so to avoid
placing him, or his visits to ASSK, in danger. End Comment.
