Given the Burmese regime,s sensitivities about domestic
ethnic minorities, desire for independence, as well as its
fears that the international community (the U.S.
specifically) wants to break up Burma, Embassy Rangoon does
not intent to deliver reftel demarches to the Burmese
Government. We doubt the Burmese Government will recognize
Kosovo independence, and our advocacy could encourage them to
become more outspoken against Kosovo Independence.
