On February 15, POLOFF delivered ref demarche to MFA
Political/Military Chief Karim Halim. Halim thanked POLOFF
for the demarche, related that he would forward the message
to his superiors, and said that the MFA would probably submit
a "nil" form for their annual Hague Conduct Against Ballistic
Missile Proliferation (HCOC) declaration, as Morocco has no
space or ballistic missile program.
