1. (C) Poloff met with Moroccan Ministry of Foreign Affairs
Head of United Nations Division Azzedine Farhane on November
21 and attempted to persuade him to influence Morocco's UN
delegation in NY to vote against, abstain, or absent
themselves when the anticipated biased resolutions against
Israel come up for a vote in the UNGA.
2. (C) Farhane explained that Morocco wants to help with
the Israeli-Palestine peace issue but they must do so
discreetly and behind the scenes. Farhane said that Morocco
will vote in concert with their partners in the Arab League
and the Organization of Islamic Countries as long as there is
concensus in those groups. If there is no concensus, Morocco
will consider the U.S. position; however, Morocco cannot take
a public lead on this issue.
3. (C) Farhane agreed to pass this information on to his
superiors and the Moroccan delegation in New York. He
suggested that the US Mission in New York also reach out to
the Moroccan UN delegation. We understand that Moroccan
permanent representative to the UN Mustapha Sahel has been
replaced by former Moroccan ambassador to the UN offices in
Geneva Mohamed Loulichki.
