1. (C) PolOff delivered reftel points to the MFA Multilateral
Affairs Directorate on December 16 and followed up with
Multilateral Affairs Director General Lourdes Puma on
December 18 when she returned from travel. Puma stated that
the MFA had not yet decided who it would support, and would
only do so after all candidates had presented themselves.
She noted that there was still no Latin American candidate,
and that Ecuador would not likely present a candidate as it
had a sufficient number of candidates for other international
organizations.
