1. (C) Embassy delivered Ref A points to the MFA Multilateral
Affairs Directorate on December 16 and followed up with
Multilateral Affairs Director General Lourdes Puma on
December 18 when she returned from travel. Puma stated that
to her knowledge, despite President Correa,s visit to Iran
on December 5-9, Ecuador's voting on UNGA human rights
resolutions on Iran would likely remain consistent with its
previous practice of voting against any no-action motion and
abstaining on the resolution vote (Refs B and C). She said
that the MFA had not received any instructions from the
Presidency to change its policy. (Note: Contrary to Puma,s
statement, Ecuador voted against the resolution.)
