1. (C) POLOFF delivered reftel non-paper and oral points to
Multilateral Affairs Directorate on November 25, but was
unable reach the Directorate's Chief of Staff Marisol Nieto
until December 1 (Director General has been traveling).
Nieto said that Ecuador strongly supports non-proliferation,
arms limitation and disarmament initiatives. When POLOFF
asked if this would translate into a vote in favor of the
resolution, noting that Ecuador did not vote last time, Nieto
responded that she couldn't confirm.
