1. (C) POLOFF delivered non-papers on Iran, Burma and the
DPRK (Ref A) to the MFA Multilateral Affairs Directorate on
November 12 and followed up with Multilateral Affairs
Director General Lourdes Puma on November 14. Puma stated
that Ecuador's policy had not changed (Ref B),that Ecuador
strongly supports the UN Human Rights Commission and feels
that human rights resolutions under the UNGA Third Committee
tend to "politicize" the issues. POLOFF asked that Ecuador
allow debate regarding the resolutions by once again voting
against no-actions motions, specifically with regards to Iran
(Ref C). Puma clearly stated that Ecuador would remain
consistent in its voting practices, and would vote no against
any no-action motion and would abstain on the resolution
votes.
