1. (C) PolOff delivered text of UNSCR 1835 and Ref A and B
points to the MFA Multilateral Affairs Directorate on October
28 and followed up with Multilateral Affairs Director General
Lourdes Puma on November 4. Puma reiterated that the GOE
maintains its position of supporting the UN Security Council
and non-proliferation, as well as the dual-track strategy as
reconfirmed in UNSCR 1835. When PolOff inquired as to
government support for trade with Iran (Ref A),Puma
confirmed that Ecuador has not provided any such support to
individuals or businesses involved in trade with Iran.
2. (C) PolOff informed Puma of the U.S. designations under
E.O. 13382 of the Export Development Bank of Iran (EDBI) and
its additional financial entities (Refs B thru D). When Puma
countered that this was a unilateral action, PolOff stressed
that the designations are in accordance with obligations in
Paragraph 10 of UNSCR 1803 and follow Financial Action Task
Force Guidance of October 17 on the implementation of the
financial provisions of the resolution. PolOff provided a
copy of the guidance.
3. (U) In addition, on November 6, EconOff delivered Ref B
points to the Secretary General of the GOE Superintendency of
Banks. The Superintendency of Banks oversees commercial
banks in Ecuador and distributes this type of information to
the wider banking community in Ecuador. Post has not yet
received any replies, but will inform the Department of any
substantive information it receives regarding the designated
entities.
