1. (C) Department of Foreign Affairs Acting Director, United
Nations (Political) Directorate Simon Cardy told PolOff
February 28 that South Africa is discussing internally the
idea of a UNSCR on the FDLR (ref A). The French Embassy
delivered a demarche on the same issue February 27, and
provided a full draft resolution to the SAG (ref B, emailed
to AF/C). Cardy said that his office would consult closely
with the SAG Special Envoy for the Great Lakes Kingsley
Mamabolo, as well as the South African Embassy in Kinshasa,
to determine the SAG position.
2. (C) On the draft resolution, Cardy asked (1) whether we
had consulted with the Government of the DRC and (2) when we
hoped to act on the draft resolution. Cardy also noted that
the SAG will want to discuss the practical modalities of
monitoring the obligations in the resolution, noting that the
UN monitoring mechanisms in Africa have not been particularly
effective in the past.
