1. (C) Work on drafting on the NAM ministerial statement on
the Iranian nuclear program has virtually come to a halt
because of the "wide distance" between the Iranian draft and
the revisions proposed by "core NAM countries," including
South Africa, according to Department of Foreign Affairs
(DFA) Deputy Director: Nuclear Disarmament and
Non-Proliferation Michiel Combrink. Combrink told POLOFF
July 24 that the work on the statement will resume in Tehran
on the margins of the NAM Summit. Combrink will serve as the
key SAG working level official on the drafting, although
ForMin Dlamini-Zuma will likely be involved in the final
negotiations.
2. (C) Repeating his July 15 comments (ref B),Combrink noted
that South Africa was working with several others in an
attempt to make the NAM statement "more realistic,"
mentioning by name India, Indonesia and Singapore. He
reiterated that South Africa was committed to a statement
that was consistent with its other multilateral positions.
However, Combrink thought it was "highly unlikely" that the
statement would urge Iran to comply with UNSC resolutions.
3. (SBU) Ambassador tried to reach DepForMin Pahad July 24 to
reinforce ref A demarche. Pahad was at a Cabinet retreat and
could not be contacted.
4. (C) Separately, the U.K. Mission reported that their High
Commissioner had lobbied Ambassador Abdul Minty on the NAM
statement. Minty said that South Africa would push for a
statement that was consistent with SAG position at the IAEA
and UNSC. The U.K. generally believes that South Africa will
do its best to push for the right kind of statement in
Tehran, but notes that the location of the NAM Summit in Iran
and the consensus nature of NAM statements presented unique
challenges for the SAG and its allies. (NOTE: We understand
that Minty is unlikely to travel to Tehran for the NAM
Summit, in part because of his planned attendance at the IAEA
Board meeting. END NOTE.)
