1. ( C) Post fully endorses the FY2008 proposal for Section 1206
funding for Cape Verde that was submitted by the Defense
Institute for International Legal Studies. The funding is aimed
at promoting (1) the observance of and respect for human rights
and fundamental freedoms and (2) respect for legitimate civilian
authority within the country. The point of contact for the
DIILS advance survey is Deputy Chief of Mission Patrick Dunn
(DunnPM@state.sgov.gov).
2. ( C) Post fully endorses the FY 2008 proposal for Section
1206 WCA Maritime Equipment Package funding for Cape Verde that
was submitted by Commander Naval Forces Europe (NAVEUR). This
program provides the assistance necessary to expand Cape Verde's
maritime force and provide maritime domain awareness. Funds
will provide Defender Class boats, spare parts packages, and
coastal patrol boats.
