(C) We delivered reftel demarche to MFA Director of Security
Policy Veronika Kuchynova-Smigolova on July 24. She told us
that the Czechs generally welcome the French paper, but share
our concerns. Most importantly, she agreed with our position
that it is preferable to act through NATO when the U.S.,
Europe, and other partners have to act together in a crisis.
She also questioned the wisdom of the EU building new
planning cells or duplicate structures and capabilities that
are better left to NATO. While recognizing that strengthening
ESDP is a French priority, she noted that this is not one of
the top priorities for the upcoming Czech EU presidency.
