(C) On May 14, per reftel, the Embassy's Pol-Mil Officer met
with Mr. Pavel Klucky, head of the Czech Ministry of Foreign
Affairs' Non-Proliferation and Disarmament Unit, regarding
our concerns with some portions of the Oslo Process that
could result in a complete or partial ban on the use of
cluster munitions. Klucky stated that the Czech Republic does
not have cluster munitions in its arsenal. However, they do
share our concerns that some of the portions of the Oslo
Process could effectively prevent NATO states from
participating in NATO or other coalition operations. That
said, he did emphasize that the Czech position is not final
and they could accept the outcome of the Oslo Process
sometime in the future
