(SBU) Drawing on ref points, the Ambassador spoke June 30 with Foreign Minister Paula Gopee-Scoon. The FM listened attentively, but responded that early recognition/action on Kosovo was unlikely. She explained recognition would have to be a Cabinet decision and that the stars were not currently aligned for this to happen. ¶2. (SBU) Though initially upbeat on recognition at the time of Kosovo's independence, the FM has implied to us in the past that she ran into a roadblock when the matter was brought to Cabinet. We have spoken to her several times on Kosovo, with her caution over recognition progressively growing as the difficulties of pursuing this inside the GOTT became clearer to her. AUSTIN
