1. (C) On August 28, Polchief made ref A points to Ambassador
Patrice Cure, head of the Multilateral Division at the
Mauritian Ministry of Foreign Affairs. Cure referred
obliquely to his government's current lack of support for
U.S. positions regarding Kosovo (see refs B to E),including
on the issue of the Serbian attempt to refer the issue to the
ICJ. He indicated no willingness by his government to
reconsider the GOM stance on Kosovo.
2. (C) Comment: In other recent demarches on Kosovo, Cure
continued to hold the GOM line connecting Kosovo to Chagos
issues. It remains, therefore, that only the Prime Minister,
who took on the Foreign Affairs portfolio when he fired his
Foreign Minister many months ago, is in a position to break
the GOM stated linkage between Kosovo and the Chagos
Archipelago. Despite initial promising discussions last year,
however, we have observed no willingness by the PM to change
the GOM position, and believe any changes unlikely at this
time. End Comment.
