1. In response to reftel, post nominates Mballe M. Nkembe.
He is an American direct-hire, economic-coned officer in
post's combined Political/Economic section. (Note: Post
does not have a Labor Officer. End note.) Mr. Nkembe, who
is currently updating the Department of Labor's (DOL) Foreign
Labor Trends report for Haiti, has responsibility for labor
and union issues. Mr. Nkembe departs post in August 2008.
The officer assuming responsibility for these issues is
scheduled to arrive in July.
2. Post, understanding that the Office of Child Labor,
Forced Labor, and Human Trafficking (OCFT) within the DOL's
Bureau of International Labor Affairs (ILAB) considers Haiti
a high priority, requests assistance with all expenses
associated with the trip: travel, lodging, and per diem. As
per instructions in reftel and as discussed in correspondence
with OCFT/ILAB officer, Mr. Nkembe will attend the training
session on April 10-11 in Washington, D.C. The government
unrestricted airfare departing on April 9 and returning on
April 12 is $838. The restricted, non-refundable airfare for
the same dates is $376.
