¶1. (C) Polcouns raised reftel points on upcoming Third
Committee Votes on Iran, Burma and the DPRK November 6 with
MFA Political Director Jacques Renand Cherduville. Polcouns
emphasized that Haiti, a country building democratic
institutions after decades of despotic rule, should be able
to support resolutions highlighting some of the world's worst
human rights offenders. We hoped at least that Haiti would
vote against all no-action motions. Cherduville said he
would raise this with the Minister immediately.
¶2. (C) Ambassador will raise these points with Minister of
Foreign Affairs Alrich Nicolas next week when he is
available.
