1. The following translation of a congratulatory letter from
Haitian President Rene Preval was received by Embassy on
November 5. The Embassy will pouch actual French text to
WHA/CAR Desk Officer for distribution.

Mr. President-elect,

On behalf of the Haitian People and Government, I am happy to
extend to you our warmest congratulations on the occasion of
your resounding and historic victory during the presidential
elections of Tuesday, November 4, following a campaign
characterized by enthusiasm and hope.

We wish you success during this term entrusted to you by the
American people, in order to face the great global
challenges, and to guarantee the American people's prosperity
and well-being.

I am convinced that, under your leadership, the strong
relations of friendship and cooperation between our two
countries will be further reinforced to the benefit of our
two peoples.
