2. (SBU) Post has received the information in para 3 from the
UN Office for the Coordination of Humanitarian Affairs
(OCHA). The information reflects contributions made or
pledged to respond to recent hurricanes and floods.


Contributions to Relief Activities in Response to Hurricane
Gustav and Tropical Storm Hanna

3. (SBU) Begin list of Aid Contributions (As of September 10)

-- Canada/CIDA has contributed USD 604,436 in emergency
assistance and in-kind donations of kitchen kits, blankets,
hygiene kits, etc. Post has no information on Canada,s
response to the UN Flash Appeal (reftel).

-- Brazil has contributed USD 100,000 in water and food
assistance.

-- Press reports (not verified by post nor included in
OCHA list of contributions) indicate Venezuela donated a
total of 33 tons of food and commodities. (Note: Media
noted September 10 that Venezuelan President Hugo Chavez said
he would soon send medical personnel, first-aid workers and
engineers to assist in rescue operations and evaulation of
the humanitarian crisis. End note.)

-- ECHO (European Commission Humanitarian Organization)
has contributed or pledged USD 18,231,789 in emergency
assistance for immediate emergency relief, food security and
other areas of humanitarian aid.

-- France has contributed or pledged USD 5,607,998 in
logistical, budget support and food aid. France has also
provided in-kind contributions of (5) technical experts and
water purification equipment.

-- Germany has provided USD 214,000 in emergency relief.

-- Japan has provided USD 156,000 in non-food items,
including plastic sheeting, water purifiers, tents,
generators, mattresses, water containers, electric wire, etc.

-- This foreign assistance compares to the U.S. providing
over USD 20,000,000 in humanitarian assistance. Sources
include USAID/OFDA, USAID/FFP, USAID/Haiti, DOD and DHS
assistance to support delivery of logistical support,
emergency relief food and supplies, health and shelter sector
support, and transportation.

Haiti Flash Appeal 2008
--------------

The GOH has made an official request to the UN Resident and
Humanitarian Coordinator for international assistance. This
Flash Appeal seeks USD 107,714,621 for actions over a
planning horizon of 6 months. Key sector requirements based
on UN OCHA's compilation are:

-- Early Recovery (USD 18,873,750)
-- Logistics (USD 17,578,468)
-- Shelter/Non-Food Items (USD 13,780,000)
-- Agriculture (USD 10,500,000)

-- Coordination and Support Services (USD 2,300,000)
-- Protection (USD 1,160,000)
-- Education (USD 1,050,000)
