(SBU) Embassy poloff delivered reftel demarche together with Russian Federation terrorism expert Artem Studennikov on February 6 to Thomas Guibert, French MFA Strategic Affairs desk officer for the Global Initiative to Combat Nuclear Terrorism. Guibert expressed France's support in principle for enhancing the involvement of the private sector in the Global Initiative and agreed to work with the GOF interagency to identify France-based companies that are best positioned to be active and positive contributors to the Initiative. Guibert agreed to advise us periodically on the GOF's progress. ¶2. (SBU) Guibert also noted that France would be submitting comments late this week/early next week on the Detection Architecture Model Guidelines Document prepared for the March 31- April 1 expert working group meeting in Washington. The GOF looks forward to participating in the meeting, and plans to send a delegation of five to six people.
