(C) French MFA DAS-equivalent for eastern Europe Alexandre
Vulic and IO desk officer Jay Dharmadikhari told us September
23 that they understood the issue of South Ossetian and
Abkhazian attendance at UNSC meetings, including a possible
Arria-style session, would likely be on the agenda for a P-5
meeting with UNSYG Ban Ki Moon in New York on September 26.
Dharmadikhari added the MFA understood the political
directors agreed on September 19 in Washington that there was
little to be done to avoid South Ossetian and Abkhaz
attendance at an Arria-style UNSC meeting called by Russia.
We underscored the point in our demarche, transmitted to UNSC
posts after that meeting, that we do not believe the UNSC is
the appropriate venue for such participation, whether in a
formal or Arria-style session. Vulic noted that France, at
this point, has decided it would not attend an Arria-style
meeting were the Russians to call for one.
