1. (S) MFA Great Lakes desk officer Laurent Chevallier on
June 9 told AF/C Director Wycoff that France agreed with the
USG approach to Rwandan FDLR sanctions as expressed reftel
(other aspects of the discussion reported separately).
Chevallier said that seven of the eight names on the U.S.
list were also on France's list. Chevallier did not specify
the eighth individual but said in a June 10 follow-up
conversation that that individual figured on Rwanda's list as
well and that France would consider the appropriateness of
sanctions against that person taking into account the fact
that the U.S. included the individual. Chevallier said that
the GOF favored rapid action on putting these sanctions in
place.


2. (S) Chevallier said that France agreed that interested
parties should share information on the individuals and that
the GOF would quickly gather and provide such information as
it possessed. He said that all of this information should be
sent to New York and compiled by the missions there, as they
would be in a better position to know the kind of information
the UN required as part of the sanctions process and how best
to organize it. He indicated that the French UN delegation
would work with counterparts from the U.S., Belgian, and UK
missions on this and related issues.
