1. (C) GOF MFA Sudan desk officer Frederic Bouvier on May
28 said that the French would seriously consider joining us
in seeking sanctions against the four individuals named in
reftel. He said that the GOF would have to study reftel
demarche before coming to a decision but he indicated that, a
priori, the French were open to the idea. He said that the
demarche came as no surprise, noting that MFA A/S-equivalent
Jean de Gliniasty discussed sanctions with AF A/S Frazer and
UK FCO Africa Director Andrew Lloyd during their May 27
meeting in Washington, with each expressing the possible
utility of sanctions to help resolve the various problems
emanating from Darfur and from the Chad-Sudan face-off.
Bouvier said that the GOF was particularly interested in any
information, beyond what reftel contained, that would justify
sanctions against Daoussa Deby Itno. He indicated that the
MFA would keep in close contact with us on this matter.
2. (C) ACTION REQUEST: Based on Bouvier's comments, we are
certain the French would welcome any additional information
we might provide on Daoussa Deby Itno's warranting sanctions.
