(U) Post is pleased to provide its 2007 End Use Monitoring Report ¶2. (U) Procedures: Receiving law enforcement agencies sign documentation confirming receipt of all materials and committing to use the resources for their stated purpose. Receipt includes serial numbers, quantities, and expected end-use. Post, including INL coordinator's office and RSO office, conduct on-site inspections where practical. Post believes that its on-site inspections are an effective monitor of the USG assistance provided. The Surinamese Police Force (KPS),other law enforcement agencies, and offices in the judicial system accommodate visits from Embassy personnel. The Embassy maintains contact with law enforcement officials throughout the year with regard to training opportunities, drug seizure statistics, and equipment status. For items that the Embassy could not inspect on-site, due to a lack of human resources at Post, EmbOffs requested information from the Government of Suriname (GOS) on the location and condition of the items. ¶3. (U) Status: The majority of the INL equipment donated in CY07 and previous years is used by various units within the KPS, including the police ombudsman unit, vehicle inspection unit, special surveillance unit, and judicial police (including the arrest team). Police bureaus located in geographically disparate police stations throughout the country are using donated computers, vehicles, radios, and other gear. Equipment was also provided to the KPS Police Academy, Financial Intelligence Unit (FIU),and Trafficking in Persons Unit (TIP). The Criminal Records Database is located in a secure environment within the KPS Forensics Unit which has responsibility for maintaining criminal data. The Court Database is located in the Attorney General's Office. ¶4. (U) Items in the inventory below were monitored by Embassy staff. The sections are keyed to Reftel. -------------- Computer Equipment -------------- ¶5. (U) End-use monitoring was conducted on the following computer equipment: Surinamese Police Force (KPS): The following items were not inspected personally by an EmbOff because they were distributed to KPS offices outside of the capital city. KPS assured EmbOffs that these items are in use according to their stated purposes, and in good working condition. 29 PC Intel Pentiums 4 37 Internal Fax Modems 37 Color Monitors 37 UPS 37 CD Drivers 1 Laser Printer 1 Dell Notebook 1 Projector Surinamese Police Force (KPS): The following items were monitored by the RSO and found to be in use according to their stated purposes, and in good working condition. 8 PC Intel Pentiums 4 Police Forensics Department: The following items were observed by the RSO to be in use for their stated purposes and in good working condition. 1 Link System 14 Port SRG22 1 Server Dell Power Edge 2850 4 Dell Dimension 4700 Workstation 6 Biometrics Fingerprint Scanners 1 Link System 24 Port Switch Problems: The scanner used to bulk scan fingerprint cards into the system does not work properly because the fingerprint cards are not a standard size. Approximately 7% of fingerprint records were scanned in one-by-one, and only those on the right size of paper. The biometric fingerprint scanners do work, but the suspect must be transported to the location that has the scanners. Police Forensics Department: The following item was observed by the RSO and found not to be in working condition. 1 Fingerprint Matching Software Problems: The software does not accept fingerprints from various sources, and needs to be modified. In addition, the software is not correctly matching fingerprints from the database, often pulling the fingerprints of the wrong person by mistake. According to the police, the original contractor quoted 10,000 USD to fix the database software. Post's Law Enforcement Working Group (LEWG) will retrieve Post records on the software contract to explore possible solutions. Financial Intelligence Unit (FIU): The following items were inspected by the RSO and found to be in use for their stated purposes and in good working condition. 1 Laser Printer 1 Color Monitor 4 CPUs with Monitors and Keyboards 1 Scanner 2 Printers Police Ombudsman Unit: The following items were observed by the RSO and found to be in use for their stated purposes and in excellent working condition. The Attorney General's Office keeps an inventory of which prosecutors have been issued which pieces of equipment.) 3 HP Printers -------------- Communications Equipment -------------- ¶6. (U) End-use monitoring was conducted on the following communications equipment: KPS: Not all of the following equipment was personally monitored by Emboff because the items had been dispersed throughout Suriname. RSO office did monitor a sampling of the items which were in Paramaribo at the KPS Headquarters. Chief Inspector Setrosentono had signed out the remainder of the equipment and confirmed to the RSO that all was in good working condition and being used for stated purposes. 60 Motorola Pro 5550 Portable Radio Units c.w. (U) End-use monitoring was conducted on the following vehicles. The following vehicles were monitored by the RSO and found to be in use for their stated purposes and in good working condition. 1 Used Toyota Corolla Vehicle (Located at U.S. Embassy) 1 Used Toyota Corolla Vehicle (Located at City Police Office) 1 Used Toyota Corolla Vehicle (Located at Police Liaison Bureau) The following vehicles were found to be in use for their stated purposes and in excellent condition. 1 Used 1996 Toyota Landcruiser (Placed with the Arrest Team; monitored by the RSO) This vehicle is regularly used by the Arrest Team when traveling to the interior of the country. 1 Nissan Urvan 3.0 Diesel Vehicle; bus for 15 persons type, Tag number 42-86 AB (Placed with the Arrest Team; monitored by the RSO) The following vehicle was found not to be in use and not in working order. 1 Used 1997 Toyota Landcruiser (Placed with Anti-Narcotics Unit; monitored by RSO) The vehicle was found to be out of service. The transmission went out and the Anti-Narcotics Unit did not have sufficient funds to repair the vehicle. It is now sitting outside the Police Station in Paramaribo North. The following vehicle was not located by the RSO during monitoring. 1 Reconditioned 1993 Toyota Corona The RSO is following up with the KPS on the location of this vehicle. -------------- Vessels -------------- ¶8. (U) End-use monitoring was conducted by the RSO on the following vessels: 1 Aluma- craft all welded boat, 1 motor (40 hp) and 1 trailer Vessel is in use by the Arrest Team. It is used as needed and stored on the Arrest Team Compound. The RSO found it to be in use for its stated purpose and in good working condition. 1 Aluma-craft all welded boat, 1 motor (60 hp) and 1 trailer Vessel is used daily by the Maritime Police. EmbOffs heard in fall 2007 it had fallen off the trailer and had been damaged, but at time of monitoring it had already been locally repaired. The RSO found it to be in use for its stated purpose and, other than the repaired damage, in good working condition. -------------- Laboratory Equipment -------------- ¶9. (U) End-use monitoring was conducted on the following laboratory equipment: Drug Test Kits (Military Police, Customs, KPS) The RSO monitored these items and learned that all drug kits were already used. -------------- Construction Projects -------------- ¶10. (U) End-use monitoring was conducted on the following construction projects: Renovation of the Police Academy Classroom Building (Police) The RSO monitored this building which was completed, and is being used regularly. It is in good condition but Academy officials told EmbOffs that there are regular problems with the air conditioners. -------------- Uniforms and Field Gear -------------- ¶11. (U) End-use monitoring was conducted on the following uniforms and field gear: KPS: The following uniforms and field gear could not be located. (U) Problems: All Government of Suriname offices welcomed Post's inspections of the INL items. Post did have problems in conducting the End Use Monitoring, however, due to many items having been distributed outside of the capital, Paramaribo. Post lacked the human resources to personally observe each and every item, or to travel outside of the capital in search of all items. ¶14. (U) Impact: Suriname's Police, law enforcement agencies, and courts receiving assistance appear to use all resources provided in an effective manner and are extremely appreciated of any and all assistance. Post's INL program has strengthened GOS' institutional capacity to make real progress in its fight against narcotics trafficking and related crimes within its borders. The success of the program has also deepened and strengthened our bilateral relationship and cooperation. A DEA Basic Narcotics Course (which lasted for two weeks) was held in 2007 using INL funding. This course added to the resources listed above in the fight against drug trafficking in Suriname. While it is difficult to ascribe specific law enforcement victories to specific INL-donated items, overall in 2007 law enforcement seized 206 kilograms (kg) of cocaine, 131 kg of cannabis, 3154 MDMA (ecstasy) tablets and 81 grams of ecstasy powder. A total of 667 people were arrested for drug-related offenses and 462 cases were sent to the Office of the Attorney General for Prosecution. ¶15. (U) Program Changes: Law enforcement programming with INL funding continues to be coordinated during regularly scheduled meetings of Post's Law Enforcement Working Group (LEWG) which is chaired by the Deputy Chief of Mission and includes representatives from the Political-Economic Section, Consular Section, Regional Security Office, and Drug Enforcement Agency. Post maintains paper records and electronic files on donations. In response to 07 SECSTATE 163708, EmbOffs will review Post's ability to establish an automated inventory system to record and track the distribution of all resources provided to host government agencies. ¶16. (U) Future Reporting: EmbOffs are concerned that a lack of human resources at Post (Embassy Paramaribo does not receive PD&S Funding) will make reporting in the new, detailed format outlined in 07 SECSTATE 163708 a significant challenge.
