¶1. (U) MFA Director of International Organizations Delia
Villamonte noted that President Torrijos and First
Vice-President and Foreign Minister Lewis were both aware of
the meeting, in response to ECONOFF's delivery of REFTEL
demarche on August 20, 2008. However, Villamonte did not
have any specific comments regarding the Concept Paper or the
Communique at his time. Post will report any further
developments.
