POLOFF delivered reftel demarche to MFA DG for External
Affairs Javier Bonagas on April 17. Bonagas had no
substantive response, and post has not received any
substantive response to follow-up inquiries. COMMENT: Post
assesses that Panama will be leery about joining this effort
should it become identified as being "anti-Cuba," but would
likely join a majority consensus should one emerge if this
proposal does not become identified as being solely
"anti-Cuba." Bottom line: Panama will likely want to
follow, not lead on this matter.
