(U) On February 14, 2008, Post provided the GOP's Energy Secretariat, National Environmental Authority, and its OAS SIPDIS delegation with the Washington International Renewable Energy Conference (WIREC) registration information in reftel. ¶2. (U) On February 13, 2008, Post received a letter from the GOP's Ministry of Foreign Affairs stating that the GOP's WIREC delegation would be Dani Kuzniecky, Minister for Canal Affairs and President of the Energy Secretariat, Luis Eduardo Reyes, Deputy Administrator of the National Environmental Authority, and Guillermo Jaen, Economics Counselor and Alternate Panamanian OAS Representative. An unofficial translation of such letter is set forth below. ¶3.
