1. (U) On February 14, 2008, Post provided the GOP's Energy
Secretariat, National Environmental Authority, and its OAS

SIPDIS
delegation with the Washington International Renewable Energy
Conference (WIREC) registration information in reftel.


2. (U) On February 13, 2008, Post received a letter from the
GOP's Ministry of Foreign Affairs stating that the GOP's
WIREC delegation would be Dani Kuzniecky, Minister for Canal
Affairs and President of the Energy Secretariat, Luis Eduardo
Reyes, Deputy Administrator of the National Environmental
Authority, and Guillermo Jaen, Economics Counselor and
Alternate Panamanian OAS Representative. An unofficial
translation of such letter is set forth below.


3. (U) BEGIN TEXT:

The Ministry of Foreign Affairs of the Republic of Panama -
General Office of International Organizations and Conferences
- has the honor to directed itself to the Honorable Embassy
of the United States of America with reference to the WIREC
2008 meeting (Washington International Renewable Energy
Conference) which will be held in Washington from March 4
through 6, 2008.

And informs you of the names of the officials who will
participate in this meeting: His Excellency Dani Kuzniecky,
Minister for Canal Affairs and President of the Energy
Secretariat, Luis Eduardo Reyes, Deputy Administrator of the

SIPDIS
National Environmental Authority, and Guillermo Jaen,
Economics Counselor and Alternate Representative of Panama
before the OAS.

The Ministry of Foreign Affairs of the Republic of Panama -
General Office of International Organizations and Conferences
- takes this opportunity to reiterate its assurance of its
