(C) On September 24, DCM, accompanied by PolOff, delivered reftel
demarche to Alain Ilboudo, Secretary General of the Ministry of
Foreign Affairs. Ilboudo told DCM that Burkina Faso is open to
dialogue and discussions with the U.S. about the International Atomic
Energy Agency (IAEA). Ilboudo also noted that the question of IAEA
Board of Governors, and particularly issues concerning the Middle
East and South Asia Group's seat on the Board of Governors, are not
high priorities for Burkina Faso. Ilboudo said he would study the
points presented in reftel and respond to the Embassy with a position
at a later date.
