(C) On September 2, PolOff presented reftel demarche to Dieudonne
Sougouri, Director for International Organizations at the Ministry of
Foreign Affairs. Sougouri opined that Kosovo's independence was
already well-established, and there was no reason for Serbia to
contest its legality. Souguouri emphasized that since Burkina Faso
has already recognized Kosovo's independence, the GOBF cannot support
any actions that could reverse that decision. Therefore, Sougouri
explained, the GOBF will not/not support Serbia's request for a U.N.
General Assembly resolution asking for an International Court of
Justice (ICJ) advisory opinion. Sougouri stressed that all GOBF
missions were well aware of this position should act accordingly.
