1. (S) Acting Senior Coordinator for International Crime
and Terrorism Evelyn Puxley at the Department of Foreign
Affairs and International Trade informed PolMinCouns on July
7 that Canada had advised the UN Security Council's 1267
Committee that Canada was now providing limited in-kind
assistance to Abousfian Abdelrazik, who is on its
Consolidated List. Abdelrazik had sought and was granted
shelter at the Canadian Embassy in Khartoum beginning April
29, claiming a fear that Sudanese authorities would again
detain him and possibly subject him to torture. She said
that Canada had clarified that its Embassy was providing only
"basic necessities" as well as shelter. She confirmed that
Canada had reached no decision about whether it would try to
repatriate Abdelrazik, but promised that Canada would inform
the 1267 Committee (and us) if it decided to do so.
PolMinCouns reiterated reftel guidance, for which Puxley
expressed appreciation.
