1. (SBU) ESTH Counselor discussed and left copy of reftel
non-paper with officials in the Department of Foreign Affairs
and International Trade's Office of Innovation, Science and
Technology on June 27. Their immediate reaction was that the
proposed discussions with CNSA seemed reasonable and to be
applauded. In Canada's view, China was important in the
space context also, and a collaborative relationship with
CNSA was good. They noted that the Canadian Space Agency has
an MOU with the Chinese, which the officials characterized as
not "terribly productive" to date.


2. (C) Our interlocutors asked for reassurance that we were
still "holding China's feet to the fire" on the ASAT test.
We assured them this was the case.
