1. (C) According to Department of Foreign Affairs and
International Trade (DFAIT) Human Rights, Gender Equality,
Health, and Population Division official Chantale Walker,
Canada is "sympathetic to the goals" of the US-EU Prisoners
of Conscience Declaration, and has no specific concerns with
it. Walker stated that Canada would likely support the
resolution as long as the US and EU receive broad support
from other UN members, including non-Western countries.
2. (C) Action requests:
-- Canada requests information on whether the US expects
broad support for the resolution, including from non-Western
countries;
-- Canada also requests information on when the US and EU
will require countries to make final decisions on
co-sponsorship, and when they will enter the declaration into
the record.
