Stadelbauer, following up on reftel demarches on the Juba
process, confirmed that Canada will -- after extensive
internal reviews -- go ahead and make its programmed
disbursements. She noted that Canada had, however,
instituted additional steps to obtain a "higher level of due
diligence" to ensure no diversion of funds. She expressed
appreciation for recent additional meetings with Washington
experts on this subject, but said that Canada had not been
able to substantiate many of the USG concerns.
