1. (C) Department of Foreign Affairs and International
Trade Director General for the Middle East and Maghreb Kerry
Buck on December 23 reiterated to PolMinCouns Canada's strong
support for the Special Tribunal for Lebanon. She confirmed
that Canada had already made a contribution in FY07-08 of $1
million, and said that Canada plans in FY 2009 to contribute
between $3 and $4 million (which, she assumes, will be
dedicated to year one funding). She noted that multi-year
aid commitments were unusual but not impossible in the
Canadian system, and pledged to push for further
clarification within the inter-agency process about year two
and three pledges/contributions to the STL.
