1. (U) This is an action request - please see para 5.
2. (C) Department of Foreign Affairs and International Trade
(DFAIT) Senior Advisor for Non-Proliferation Che van
Haastrecht on November 4 asked to coordinate CANUS outreach
to discourage the sale of uranium to Iran by Kazakhstan (ref
b). Van Hastrecht said he had just learned of a U.S. effort
to collaborate on such a demarche with Canadian and British
counterparts in Kazakhstan. He advised, however, that Ottawa
would like to coordinate demarche language with Washington
before conveying an instruction to its embassy in Astana.
3. (C) Van Haastrecht said that a UK official had told him
that the U.S. and the UK are devising an "assignments list"
of like-minded partners to discourage third countries from
selling uranium to Iran, and that Canada is on it. He noted,
however, that, while he had not yet seen the list,
participating in such joint demarches "is the kind of thing
Canada likes to do."
4. (C) Turning to refs a and c, van Haastrecht asked if the
U.S. would soon identify "high-priority capitals" where
Canada ought to discourage participation in Iran's November
30 conference on nuclear energy.
5. (C) Action request: Ottawa requests ISN forward to share
with DFAIT as soon as possible: the Kazakhstan demarche
language (ref d); the U.S./UK list of like-minded assignments
(ref d); and, the list of high-priority capitals (ref c).
