(SBU) On February 18 we delivered points to MFA East Africa
Section Senior Advisor Kjell Harald Dalen (Reftel C). On
February 22 Dalen provided Norway's response to the USG's ICG
proposal (Refs A and B),and also reiterated that Deputy
Foreign Minister Raymond Johansen was consulted in the
preparation of the GON response. Dalen additionally
indicated GON interest in scheduling a future telephone
conference with A/S Frazer on the ICG.
