SUBJECT: NICOSIA EAC SECURITY PLANNING FOR UPCOMING
NOVEMBER 17 DEMONSTRATION
1. (SBU) On 11/13/2008, the A/DCM chaired an Emergency
Action Committee (EAC) meeting to review the security
measures for the planned demonstration by the Pan Cyprian
Federation of Student Unions (POFEN) to be held on November
17, 2008 in the vicinity of the US Embassy. In attendance
were RSO, POL, DEA, ECON, CLO, GSO, IPO, MGMT, MSG, RA, CON
and PA.
2. (SBU) The purpose of the demonstration is to commemorate
the anniversary of the final day (November 17, 1973) of the
protest by students at Athens' Polytechnic University against
the military junta that ruled Greece during the period 1967 -
1974. The demonstration is scheduled to begin at 1030 hours
and continue until 1300 hours. Cypriot police officials
estimate between 500 to 2000 students will attend. Based on
attendance at the last three November 17th demonstrations,
RSO believes fewer than 500 students will attend.
3. (SBU) EAC members reviewed the response planning for this
demonstration and found the security measures and host nation
police support to be adequate given the current threat
information. Post will continue to monitor the threat
environment and will reconvene if necessary.
