1. (C) Seeking to discourage Cyprus's attendance at the
Iran-hosted "First International Conference on Nuclear Power
Plants, Environment, and Sustainable Development," the
Embassy on October 27 delivered Ref A non-paper and
background information to Marios Kountourides in the MFA's
mulitateral affairs office. Kountarides responded October
30, noting the RoC had not received an invitation to the
event. Should said invite come, he continued, the USG could
be assured that the concerns expressed in the non-paper would
be given fullest consideration.
2. (C) COMMENT: The Cypriot Foreign Ministry does not
always exercise effective control over its overseas
embassies, especially its distant, smaller ones. Ref B
relates how Cyprus's then-ambassador in Tehran ignored
instructions from Nicosia and attended the splashy
inauguration of an Iranian nuclear enrichment facility,
embarassing his government and earning it rebuke from fellow
EU member states. While we infer from Kountourides's message
that the MFA will not send a representative to the November
30 conference in Iran, its man in Tehran is unpredictable.
