1. Per reftel, PolOff demarched Attach Stelios Georgiades,
Cypriot MFA Human Rights Desk Officer, on July 2 regarding
support for the Prisoners of Conscience public affairs event
in New York. Georgiades responded that the week of July 7-12
he would attend the EU Working Party on Human Rights (COHOM)
meeting, the results of which would influence Cyprus's
position, and would contact thereafter PolOff with the GOC
response.
2. On July 18, Georgiades informed PolOff that the general
feeling in the COHOM meeting was to support an event in
Geneva, not in New York, and that Cyprus would follow the EU
position. The discussion of the Prisoners of Conscience
event appears to have been a low priority at the COHOM
meeting. According to Georgiades, the Prisoners of
Conscience event was not even on the official COHOM agenda.
When the event was finally discussed in the last 15 minutes
of the session, many participants, including Georgiades
himself, had already left the conference. A colleague
briefed Georgiades later on the discussion. A non-paper
regarding the Prisoners of Conscience event was distributed.
