Per reftel, we demarched MFA Attache Dionysis Dionysiou on April 7 and followed up with Counselor Marios Kountourides on April 10 regarding the implementation of the travel ban and travel vigilance requirements contained in UN Security Council Resolutions 1737, 1747 and 1803. Dionysiou affirmed that Cyprus would enforce the travel bans as required by its UN obligations, and referred us to Kountarides for specifics on implementation. ¶2. Kountourides explained that the MFA would coordinate GoC actions vis-a-vis these UNSCRs. First, it would pass them to the Council of Ministers, the government's principal deliberative body (chaired by the President). Once the Council approved them, it would notify various ministries, independent agencies and banks regarding their obligations under the UNSCRs. It was then the responsibility of each entity to enact/enforce them. Any that did not cooperate would be "left exposed" to GoC administrative and/or legal action, Kountarides asserted, noting that all states were required to report on the implementation of the UNSCRs within 60 days.
