AGREEMENTS AWAITING INTERNAL CLARIFICATION

1. (C) In a March 11 meeting with National Security Advisor
M.K. Narayanan, Ambassador followed up on Secretary Gates'
February 26-27 visit to discuss the status of the
Communications Interoperability and Security Memorandum of
Agreement (CISMOA),the Logistics Support Agreement (LSA),
and an agreement on End-Use Monitoring (EUM). Noting that
the United States was prepared to sign LSA and CISMOA
immediately, and has been for a long time, the Ambassador
strongly urged Narayanan to bring all three agreements to a
close.
2. (C) Narayanan stated that the Indian government "needs a
little more education" on the agreements. He explained that
while officials who followed defense issues understood the
merits of the agreements, others in the Cabinet needed
clarification on what the agreements were intended to
accomplish. It was up to Defense Minister Antony and his
staff, not the U.S., to provide the necessary briefings which
would move the respective decisions forward, Narayanan said.
"It is not a question of explaining it to our side,"
Narayanan remarked, "as our side explaining it to our
political masters." He added that he personally believed LSA
should be the easiest to complete. He did not provide an
estimate of when the Indian government would conclude its
internal deliberations.
