1. (SBU) In a conversation with Polcouns on December 11,
Ministry of External Affairs Joint Secretary UN-Political
Asith Bhattacharjee conveyed India's keen interest in joining
the Contact Group (CG) to combat piracy off the Horn of
Africa. However, J/S Bhattacharjee informally noted that the
GOI is focused on the judicial arrangements aspect of the
proposal, with specific reference to the Suppression of
Unlawful Acts Against the Safety of Maritime Navigation (SAU
Convention).
2. (SBU) J/S Bhattacharjee commented that some potential CG
members states are not signators to the SAU Convention and
this may preclude their participation. He proposed the
addition of language that could remedy the problem: "member
states that have ratified the SAU Convention" or "as
applicable to member states." J/S Bhattacharjee said that
this small amendment would "allow everyone to come aboard,"
India included, even if the countries have not ratified the
SAU Convention.
