Unauthorized disclosure of the information provided below is prohibited by Section 12(c) of the Export Administration Act. ¶2. On November 3, 2008, Export Control Officer (ECO) Paul Cushman and FSN Shailendra Srivastava conducted a Post-Shipment Verification (PSV) at Blue Dart Aviation Limited (BLUEDART) in Chennai. ¶3. BIS requested a PSV at BLUEDART, located at Meenambakkam Airport, Old International Terminal in Chennai. BLUEDART was listed as the ultimate consignee for one inertial reference unit for use in Boeing 757 aircraft manufactured by Honeywell. The exporter was Accent Air Inc. of Miami, Florida. Export License: D395455. ECCN: 7A103. ¶4. ECO and FSN Srivastava met with Ms. Tulsi Nowlakha Mirchandaney, Managing Director, Mr. S.N. Sivaswamy, Manager - Materials and Mr. Vinay Dixit, Assistant Manager - Materials, in the BLUEDART conference room. ¶5. BLUEDART representatives were familiar with BIS regulations. However, this was the first visit by BIS officials to their facility. Dixit provided copies of the following documents relating to this transaction: BLUEDART Exchange Order, Accent Air Invoice, Air Waybill, a receipt for duties paid to the Indian Customs Authority, a copy of Export License D395455, End-Use Statement, and the Goods Receipt Note. Dixit acknowledged that he understood, had complied with, and would continue to comply with the license conditions. ¶6. Dixit confirmed the stated end-use. He explained that the inertial reference unit (IRU) is used to sense and compute changes in a moving aircraft's angular direction (pitch, roll, and yaw) as well as rates of acceleration. On August 4, 2008, the IRU was installed on a BLUEDART 757-200 (tail number: VT-BDM). ¶7. As a foreigner, ECO could not gain access to the flight line without prior approval from various GOI agencies. Therefore, Dixit had the IRU removed from the aircraft and brought to the conference for inspection. ECO physically verified the serial number as 2309 and the part number as HG1050AE11. This IRU will be maintained as a spare until required. ¶8. Established in 1995, Blue Dart Aviation Limited, headquartered in Mumbai, is a domestic express courier service owned by DHL. ¶9. Recommendation: At the time of this visit, Blue Dart Aviation Limited appeared to be a reliable recipient of this controlled technology.
